Selected tabbrowser tabs get their -moz-user-focus: normal styling from:
- toolkit/themes/winstripe/global/tabbox.css on Windows
- toolkit/themes/gnomestripe/global/tabbox.css on Linux
- browser/themes/pinstripe/browser/browser.css on Mac

I don't think there's any valid reason for focusability to be browser-specific on Mac, and this styling shouldn't be specified in platform specific skin files if we want the behavior everywhere.
