491813 - "Open All in Tabs" on bookmarks toolbar does not work as expected

When I right-click "Bookmarks Toolbar" in the Bookmarks menu, and
chooses "Open All in Tabs", it won't open the items in the Bookmarks
Toolbar folder, but the items in the "root" Bookmarks menu. If I right click
"Bookmarks Toolbar" in the Bookmarks menu and chooses Properties, it
shows the properties for the Bookmarks menu and not the Bookmarks
Toolbar folder.

It seems to behave OK when I use the "Organize bookmarks" tool. There I
can choose Bookmarks Toolbar and right click Open All in Tabs, and the
correct items are opened.

Reproducible: Always

Steps to Reproduce:
1. Click Bookmarks menu
2. Right click "Bookmarks Toolbar"
3. Choose "Open All in Tabs"

Actual Results:  
Items in Bookmarks Toolbar folder is not opened, but items in Bookmarks root folder is

Expected Results:  
Items in Bookmarks Toolbar folder should be opened as tabs
