"Saved Passwords" dialog description not changing when clearing search field after first time

If you have no saved passwords in FF and you view the "Saved Passwords" dialog, the description will continue to say "The following passwords match your search:" after clearing the field with ESC. It works the first time, but not after that.
Reproducible: Always
Steps to Reproduce:
1. Open FF with a profile with no saved passwords (or remove all saved passwords)
2. Right-click on page -> View Page Info
3. Click "Security" tab
4. Click "View Saved Passwords", and see current domain pre-filled in search box with focus. Description says: "The following passwords match your search:"
5. hit ESC key to clear the search field. The description changes to "Passwords for the following sites are stored on your computer:"
6. Type some text in the search field. Description again says: "The following passwords match your search:"
7. Hit ESC key to clear the search field
Actual Results:
Description still says "The following passwords match your search:"
Expected Results:
Description should say "Passwords for the following sites are stored on your computer:" since the search field is empty.

From our brief initial troubleshooting, this seemed to be the key step. If there was 1 stored password, the problem didn't happen.

This is getting replaced in Firefox by bug 1548463.
