Using aug15 commercial m18 build

When using Save As File from a compose window, you can't save as text.

1.  Set account settings to compose messages in plain text.
2.  Open a new message and type a body, or select an existing plain text message
and use Message|Edit Message as New.
3.  From the compose window, File|Save As|File.
4.  In the save dialog, if there is a dropdown to select filetype, select text
file type.  Give the file a name and .txt extension and save it.
5.  Open the file in a text editor.  The file is html.

Result:  file is saved as html.

Expected:  file saved as text.

Note:  If using File|Save As|File from the 3-pane mail window for a selected
message, saving as text will work.

That was already the case with 4.x. Maybe we will fix it in the future...
