Build M17 doesn't handle the doctype declaration:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 
4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">

It attempts to download or run a file of unknown type.
This would seem to be a critical problem.

THis page lays out.  it does not attempt to download anything. worksforme with
build 081708 on NT, 98 and win2K
