Details

Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.1b5pre) Gecko/20090509 Shiretoko/3.5b5pre None of the Persona's skins apply to the status bar on Vista if the Standard Windows theme is active. If I switch to, for example, the Aero theme, then the status bar is correctly skinned again.
Yup, sadly some limitations of -moz-appearance make it very difficult for Personas to support non-default OS themes. This is bug 487711, which depends on platform bug 486264.

So, shouldn't we use an all-or-nothing approach until those bugs are solved (meaning, either show Personas or not based on the existence of -moz-appearance rule on the toolbars and status bar (and their children as well)? Is there a bug filed on that?

No, because those -moz-appearance rules are always there, and Personas works fine with them as long as you're using the default Windows theme (Luna on Windows XP, Aero on Windows Vista). It's only when you switch to a non-default theme (like Windows Classic) that Personas has problems. It would, however, be useful to detect that a user is using a non-default theme (whether a Firefox or an OS theme) and warn them about the problem. This is bug 472743.
