492402 - [kn] Increment gecko.handlerService.defaultHandlersVersion in order for the Mibbit irc handler to work

In changeset ff57230dbdaf, Mibbit was landed as the default protocol handler for irc/ircs protocol for Kannada.

For this to work on all profiles, gecko.handlerService.defaultHandlersVersion in region.properties needs to be incremented by 1. Please attach a patch to this bug for the review before committing anything. Thanks.
