492588 - Website: add designer description to each designer detail page

This fix originated in 489208. It includes the following work:

1. On each designer page, add a text block for description of designer (see spec but apply to all, not just featured designer). see 488946 also for more thoughts around placement of this information.

2. On the upload flow, add a new field for designer to add a description.

3. Offer existing designers the opportunity to edit/add their own descriptions to their existing detail pages.

Note: this could lead to implications for the approval flow. specifically, we may choose to approve designer descriptions before allowing them into the gallery. this is a discussion we should have before pushing, but it is not a blocker.

#1 is done.

#2 should be a new field during signup. We already have a description field in upload. That's also done.

#3 is now  Bug 494002. 

There is no approval flow for descriptions, and given our current ability to keep up with personas, there probably shouldn't be one.

I guess this bug is just about adding the field to the signup page; is that correct?  Seems like bug 488946 is the bug that actually implements them.
