Content contained with the canvas element <canvas> fallback </canvas> should be displayed when the canvas content is not displayed. for example when JavaScript is disabled, canvas content is not displayed, so the fallback should be displayed, it is not.

Reproducible: Always

Steps to Reproduce:
1.open a page containing canvas with fallback
2.disable JavaScript via the Firefox options menu
3.view the page, fallback is not displayed
Actual Results:  
fallback content is not displayed

Expected Results:  
fallback content is displayed

Opera and safari display the fallback content when JavaScript is disabled
