We have several AJAX lookup functions in the admin_controller that are used in various places around the site and they are all using | and ; as delimiters.  This means any add-on that uses those characters in it's name breaks the lookup.  We should be using JSON.

The realignment should only use JSON for AJAX.

so far the new tools are.  I think we all agree on this and having a vague bug sitting around isn't doing anything
