Should the feature_wiki_screencasts_msg be passed through tra() for translation? It doesn't seem to be in {tr}{/tr} in the template.
The rest looks good, but I haven't actually patched my local. I can review this tomorrow when I'm not as tired :)|

It shouldn't be translated in the admin panel, but in any other case where it's facing users, it should be. Translating while defining a prefs string can lead to unintentional changes if you have admins across multiple locales.

Once bug 495072 is taken care of, the permissions just need to be assigned to the 'registered' group (along with the other config in the admin panel).
