Currently, the Popular Collections section of the preview page will display Collections, even if that collection has 0 add-ons. To be clear, this bug is not about collections of 0 existing (because people have to start somewhere), it is about collections of 0 being displayed on the front page. FWIW, we may want to filter out collections with 0 subscribers. Obviously this would filter out new collections. An idea to solve this problem might be to break the Collections section into Popular and New. Basically, a more refined definition of "Popular" needs to be defined and implemented.
Yes, this is showing unnecessary clutter as-is. I think that it makes sense to consider any collections with under 2 add-ons in it to be incomplete and not show them anywhere. (not 1, seeing as that's clearly not a "collection")

I completely agree. I just didn't want to push it :D
There's not much of a point to a 2 add-on collection either, so 3 might make a better minimum.

I think ignoring 0 and 1 for these lists is a good idea.
I'm not sure if this will help much. The only directory tab that would want to hide these collections is "Popular", and presumably a collection without any add-ons would not be popular, so someone would have to look through all of the more popular collections first before finding any of these.
Granted, it's more of an issue on the preview server than it will be when on production. However, hiding them will still be good so we don't have a long tail of junk collections at the end of the list. It would also be an issue if collections searching is added in the future.
