In bug 477594, a updater.ini was added. If a localization doesn't have that file, the build shouldn't break for merged builds.

We need to add similar logic for updater.ini as for the other build files in locales/Makefile.in.

We're currently not merging ini files, but if we do, this is gonna pick it up.
