Screenshot of problem

1. Open preferences/options privacy window
2. Change the location bar suggestions to 'Nothing'
3. Interact with the location bar
4. Return to the location bar privacy and return to 'Bookmarks and History'
5. type into the location bar

Expect 6 results displayed, 12 total with a scroll bar.

Actual 12 results displayed no scroll bar.

aakashd confirmed that this is an issue on Windows as well.

Restarting the browser fixes the problem.
Doesn't seem to happen on OSX, fwiw, latest nightly.

3. Switch to suggest: "History and Bookmarks"
4. Type in location bar

Seems like the drop-down mode gets confused when it shows no results and stays in "drop-down mode" and shows 12 results with no scrollbar.
Can we get an owner for this bug?

Maybe not, but since beltzner nominated it, I figured I'd do my part to get an owner. How about a fix for trunk?
