1. Go to <https://support.mozilla.com/tiki-admin.php?page=i18n> to verify that fj is not enabled.
2. Go to <https://support.mozilla.com/fj/kb/Lost+Bookmarks>

You'll see "This article has not yet been translated to Fijian (fj). Perhaps you could help us with that? Just click translate this page and follow the instructions."

If I go to <http://support-stage.mozilla.org/fj/kb/Lost+Bookmarks>, I don't see the warning. 

However the URL doesn't change to <http://support-stage.mozilla.org/en-US/kb/Lost+Bookmarks>; is that a separate bug, or should we just assume it will be fixed by bug 466079.

Going by the proposed method outlined in bug 466079, this issue should be resolved with that bug.

In any case, it's definitely out of the scope of this bug. ;)

Is this sumo_only?  Without SUMO-style URLs, we don't know that the page doesn't exist.  Page names are chosen at creation and don't have to be in English.

I'm not sure I understand this comment. Surely going to |tiki-index.php?page=Existing_Page&locale=inactive_locale| is enough to determine that the page/locale combination doesn't exist, and the locale is not active.
