495631 - New tab and List all tabs buttons look disabled under Windows

In winstripe (the default windows theme) both the "new tab" and "List all tabs" buttons appear to be disabled in their default (non-hover, non-selected) state, even though they are active.

In my opinion, something should be done to make them look active since they are.  Having them appear disabled is probably not desirable.

The intent is that they are not supposed to be eye catching. I disagree that the tab list button looks diabled, though the new tab one does look a little pale, sure.

FWIW, bug 494659 results in a hover state for w32

One of these "hover" bugs should definitely block branch, not sure which though, nominating.

Sorry, see bug 495617. IMHO, if the hover effect changed the background color _visibly_ that would probably help a lot and be much more inline with platform conventions. I'll file a bug about that shortly.
