One would expect that setting the preference "image.animation_mode" to "once" would offer peace of mind, but no: this preference is ignored for these pesky icons. Reproducible: Always

Reopening: bug 254567 comment 10 was not a fix, and maybe only applied to bookmarks. Reproduced with a GIF and its tab icon in 2014-10-18-03-02-01-mozilla-central-firefox-36.0a1.ru.linux-x86_64.

Motion-sensitive users can experience migraines as a result of animation, so bumping the severity to normal.
