Many people know very little about FOSS, and about:rights is a nice way of letting people know what is behind Firefox.
If they miss the prompt the first time, they will never know they are supposed to find it in about:rights.
The item should be put in the Help menu. It should simply open about:rights, or a page on the Mozilla website explaining the license, etc.

E.g http://www.mozilla.com/en-US/firefox/organic/ is a good page.

Yes, it is. Anyways, I'll still suggest the Help menu part of it.
