For current 2.0 and 3.0beta, if Auto-Detect is enabled, an UTF-8 encoded mail does not properly recognized even if the MIME-header specifies the mail is UTF-8. Since UTF-8 itself is already i18n'd encoding, this case should honor MIME header because UTF-8 mail can be the language to detect. Or encoding detect order should be (1) MIME-header (2) Auto-Detect (3) default.

Steps to Reproduce:
1. Set Auto-Detect to Japanese
2. Receive an UTF-8'd mail
3. Displays the mail
Actual Results:  
mail encoding is not detected

Expected Results:  
mail encoding is properly detected
