496469 - Cannot click on top row of pane labels in featured add-ons box when it overflows to 2 rows (due to small size or long strings)

Open the front page and resize the window horizontally smaller enough to cause the list of panes in the featured add-ons box to overflow to a second line. Try to click on one of the ones in the top line and it doesn't work. Can only click on ones in the second row. This problem occurs with sizes that are plenty large enough to fit everything; it overflows to a second line when it should just compress the space instead. The suggested collection for each pane also has the habit of overlapping the bottom part.

Obviously you can't expect it to work perfectly down to really small window sizes, however it starts having problems at sizes which are quite reasonable. (see attached)

The suggested collection line at the bottom overlapping issue is bug 496417. It's apparently even easier to trigger that or this in locales with longer strings, Greek for example.

In connection with bug 496548, the two lines will be present in a couple of locales, at least for the release.

Yeah, I don't think this is fixable for all locales for 5.0.6.

Right, so instead of making the two lines go away, we should make the first line clickable, unless that's insanely hard as well.
