When you view its detail page (https://preview.addons.mozilla.org/en-US/firefox/addon/6506), you don't get an "Add to Firefox" button. According to its listing in the Admin Control Panel, the ImageShack Toolbar's status is "Public", but its most recent file is marked as "In Sandbox, pending review". This isn't a regression from 5.0.6.
That's on preview only, in prod it's fine. Let me know if you want me to do anything to the add-on on preview, if it's keeping you from testing stuff properly.
