Hello,
I have selected "open a progress dialog" when I download. Despite that the download manager always starts when I click on an exe link.

This only happens when I am logged in as a privileged user in Windows xp. If I am logged in as admin, the progress dialog starts correctly.

Expected Results:  
A Progress dialog
I can confirm that with the same build on WinXP. No matter what option is selected (i.e. what browser.downloadmanager.behavior is set to), it always opens the download manager.
Still need to update the pref panel, see Bug 490464. Currently it still sets the old pref, the new pref will be browser.download.manager.behavior (note the dot).
