Details
The new JS console has a lot of buttons and a title in the top header. Because it's in the browser tools <deck> it is forcing an overflow for all panels in portrait mode.
Maybe the simplest solution is to remove the title from the header.

Fixed as part of bug 497988. The header label was removed.
