nsDirectoryService should add a NS_WIN_COMMON_APPDATA folder, which points to c:\Document And Settings\All Users\Application Data\ on WinXP ,
The reason why this is needed is on Windows Vista, when a extension want to write some file for all users to use, it has no place to write that file without Administrator privilige and with UAC. The only place they can put is a folder which is called CSIDL_COMMON_APPDATA in WINAPI ,aka C:\Document And Settings\All Users\Application Data in XP and C:\ProgramData in vista, but this folder is not included in nsDirectoryService.
