To reproduce:

1. Go to http://people.mozilla.org/~jgriffin/test1/page1.html
2. Click the link:  a new browser window opens and offers to download a .PDF.
3. Crash the browser, or kill the browser process.
4. Launch the browser again.

Results:

The session restore page will show the following:

Window 1
  just a test page
Window 2
  wyciwyg://0/http://people.mozilla.org/~jgriffin/test1/page1.html#
  
5. Leave all pages selected and hit Restore.

Results:

The new window created in step 2 above appears with the url http://people.mozilla.org/~jgriffin/test1/page1.html# in the url bar, but the url is not fetched.

Note:  problem originally discovered in online banking for US Bank.

As of bug 1489308, these pages won't appear in the history, so I expect we wouldn't even attempt to save them with session restore?

Pretty much. Session restore will just save something totally different from what the user sees, and then restore it... Not sure how to resolve this, but let's say "wontfix".
