STR:
 1. Ctrl-Shift-Delete to open up "Clear Recent History" dialog
 2. If the list of checkbox categories isn't already visible, press "Details" to make it visible.
 3. Click scrollbar

ACTUAL RESULTS:
 Scrollbar disappears when you click on it (since the content already all fits)

EXPECTED RESULTS: There shouldn't be a scrollbar in the first place

On Firefox 9 (winXP) and Firefox 12 (Linux, ubuntu) the bug doesn't exists anymore. When executing the steps defined by Daniel, the behavior is as expected: the scrollbar doesn't disappear. 
So, I think this bug is RESOLVED. 
Can anyone change its status, please?
