clicking on Learn More i would expect to see a new tab opening, instead it opens a new window.
I don't know if that's expected.

As we usually open a new tab for those actions it looks wrong, yes. Oh, and it happens on all platforms and on trunk/1.9.1. Just to give the build identifier.
