This would be undiscoverable as an intended behavior, too easy to do accidentally, and irreversible. It would also cause data loss under the currently-possible tab->window implementation. Once we can safely move tabs to new windows, we'll allow tearing out and docking, which is much more intuitive, consistent with other browsers, and has an obvious way to reverse the action. For now, the Move Tab to New Window context menu item is as much as we want to expose the current behavior.
