When adding a new tab, the cursor should be in the URLBar ready for the user to type a URL. Currently, after appearing in the URLBar, the cursor quickly vanishes. A previous patch (bug 484234) that fixed URLBar positioning while pages load broke this behavior. BrowserUI.newTab sets the editmode and BrowserUI.update(LOADING) removes it. This patch removes the URLBar handling from BrowserUI.newTab and moves it completely to BrowserUI.update(LOADING), so we don't get the conflicts. It's probably better in the new location anyway, since we want the URLBar in editmode whenever it's set to "about:blank", regardless of how it happens. FYI, this doesn't break the fix made in bug 484234
