This was caused by bug 174351. Based on what I've read there, this behavior is probably intentional.

It's not clear to me how you expect the page to be displayed correctly in the wrong encoding.

It was working like that in earlier versions, as a user I can expect that the new one will work at least as good as the previous build(not to mention competitive browsers which are resistant to such encoding change).

No longer reproducible on older builds, either. Looks like Facebook changed something on their end that causes this to no longer occur. Resolving WORKSFORME.
