When installing an Add-on or theme the timer on the dialog resets each time the window is resized.

Reproducible: Always

Steps to Reproduce:
1.Browse to https://addons.mozilla.org/firefox/
2.Add an Extension.
3.Resize the dialog that prompts you to install the extension.
Actual Results:  
The timer in the bottom right hand corner resets back to 5 seconds.

Expected Results:  
The timer should keep to the integer it was on when the user started to resize the window.
