I'm sure this isn't the right component but in order to try to improve the general hackability of McCoy we want to set up an official Hg repository for it. I guess something like hg.mozilla.org/projects/McCoy ? I presume anyone with commit access to m-c will then be able to commit there?
projects/McCoy or projects/mccoy ? Do you want to let anybody with Hg access commit to it or just those who have access to mozilla-central?

I guess anyone with Hg access, is this what other projects have done? Certainly doesn't need its own access list.
Also, didn't know if you were going to do anything, but just set up a blank repo and I'll handle the conversion from subversion myself.
