CSS rule `text-decoration` does not have any effect on `legend` element.
Used Doctype: XHTML 1.0 strict


Reproducible: Always

Steps to Reproduce:
1. Create html elements <form><fieldset><legend> </close all>
2. Apply CSS: form fieldset legend { text-decoration: [overline/underline/etc] }
Actual Results:  
No text decoration.

Expected Results:  
Text decoration ;)
I can confirm, though I can't change the status in Bugzilla. I independently ran into this problem today. I can also say the behavoir is implemented properly in Chromium.
While certainly not the same, it is possible to add a `1px solid black` border to achieve a like-effect. This would be better behavoir than the current of not showing inventory at all.
