Master password is prompted twice during startup if you have a stored password for your Home Page.

Reproducible: Always

Steps to Reproduce:
- Open Tools - Options - Security

  - Enable the "Remember passwords for sites" and "Master Password" options
  - Set a master password

- Go to any site and store your password

- Open Tools - Options - Main - Startup

   - Set the Home Page to the login page for the site for which you stored the password

- Restart firefox

Actual Results:  
Master password is prompted twice


Expected Results:  
Master password is prompted once. This is the behaviour if you change the Home Page to any page for which you have not stored any password.
