At a recent meeting it was decided that XHTML documents with MIME type text/html
will be handled through the XML codepath and hooked up to the HTML DOM. (Vidur,
if I'm mis-explaining this, just correct this.) This bug is to track this work,
which must be completed for nsbeta3.
