3.5 RCs are out and the release is just around the corner, so it's okay to target minver 3.5.

Also, bug 481327 implements onBeforeItemRemoved which was added after 3.1b3, so we need to bump it anyway.

Switch minver higher than 3.1b3 so we get nsINavBookmarkObserver.onBeforeItemRemoved. update.rdf needs to be updated on the servers.
