This WFM on Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.1pre) Gecko/20090628 Lightning/1.0pre Shredder/3.0b3pre are you sure this isn't an extension causing a problem? Have you tried running in safe mode: http://kb.mozillazine.org/Safe_mode ?
There are no extensions or add-ins installed
Even in safe mode, getting the same message.
Rolling back to nightly build of "20090612", things work fine.
One more symptom. I have enabled password manager. In version later than "20090612", I can cancel all prompts for password entry and can access all mail boxes configured in TB. This is a serious security issue. The main application window is displayed (with mails) even before the password is prompted. This was not the case in '20090612' or earlier build

That change sounds like another bug. However, password entry is *not* protection for entry into the application - if someone has access to your computer they have access to the data stored within Thunderbird. If you have enabled master password, this *only* protects access to your passwords and not the full application and your data.

WFM on Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.2a1pre) Gecko/20090629 Shredder/3.1a1pre. Can you create a new profile and try there?

WFM here on
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.1.1pre) Gecko/20090707 Lightning/1.0pre Shredder/3.0b3pre ID:20090707032716
Also one more behavior in 20090613.
The password manager prompt comes twice.
I ensured the password is not a problem

Wayne,
Performed following steps:
1. Started thunderbird from command line
thunderbird -ProfileManager
2. Create a new profile named dummy
3. Launched thunderbird with the dummy profile
4. On launch it asked for configuring mail. Cancelled that
5. Started Compose. It first asked for configuring mail. Cancelling that, it showed same error message
6. Tried updating to the latest build (20090708), same issue.
