For the redesign, we are purging the settings, chat and help tabs and the first run dialog and will be rebuilding the settings and first run dialog from scratch.

r=ctalbert.  This one is going to hurt a little :)  This will break everything in order to do the large scale refactoring we need. 
Here are the things that are affected:
* Tabs that were no longer being used (in the new UI) will now be removed
* Bugzilla tab will no longer work (refactoring underway)
* QAC will not log you in anymore, so you already have to have a login cookie stored away in order to log in to use the litmus tab (which should otherwise still work).
