"Display messages using fixed-width font" doesn't

I have my pref set to display messages in fixed-width fonts, so that I can see
tables lined up correctly, etc. This used to work, but in the 8/24 build I see
plaintext messages displayed in variable width fonts, which makes tables from
bugzilla mail, for example, very hard to read. Not sure when it regressed.
