	I try what you recommanded:
		(1) Move fennec.exe into the xulrunner directory, and change any associated relative pathnames to reflect that move.
		(2) Move the needed xulrunner DLLs into the fennec.exe directory
		(3) Move the xulrunner DLLs into the \Windows directory (a directory always defined to be in the default search path for executable DLLs and EXEs.
		(4) Add the xulrunner directory into the "OEM-specified search path", allowing EVERY executable to find the executable files located in the xulrunner directory. 
		
What ever I have done I get the same message and fennec doesn't run ....

My french is a bit rusty, but it looks like your devices is locked such that it requires programs to be signed in order to run.  We have a bug open for signing builds (bug 473651).

Until that's resolved you'll have to unlock your device to run fennec.  You can use the tool linked to below to adjust your security settings:
