After the last tab on a tab preview page is closed, tab preview becomes unusable in all windows.

Reproducible: Always

Steps to Reproduce:
1. Open 19 tabs, this will create three pages on the tab preview
2. Open tab preview by hitting the button with the four squares
3. Click the third bullet to go to the last page
4. Close all tabs on that page with the middle mouse button
Actual Results:  
Tab preview is unusable, it is locked to a nonexistent page.
Any changes to the tabs are ignored in all windows.

Expected Results:  
Tab preview switches to previous page.
