In this release, the "Report Broken Website" tool is mysteriously missing from the help menu.

Reporter, as I can see you are using a Firefox version from the Ubuntu distribution. It can be that Ubuntu has removed this entry. Please download an official build from the mozilla website and try again. The menu entry should be existent what Ria already said.
