On Windows CE, tooltips seem to have a black border that's 1-pixel thick (correct) on the right and bottom, but 2-pixels thick (incorrect) on the left and top.

The CSS looks ok, so maybe there are extra borders being drawn around certain elements. If you set border-top & border-left to none it looks right (supporting my theory)
It looks like some other things have similar problems (e.g. scrollbars).
