Even with the Popup Manager disabled, popups are still blocked.  Upon allowing a site to the "whitelist", popups from that site are still blocked.  In the menu, when I click "show popup [url]", it blocks the newly allowed popup and adds it to the list of popups to show.

Reproducible: Sometimes

Steps to Reproduce:
1. Go to a site with an allowed popup (this occured in window.open javascript)
2. If popup blocker stops it, try to whitelist or show it.
Actual Results:  
On my URL (private/business url, cannot share here), popup manager refuses to unblocks.  Happens on multiple URLs spanning multiple domains.

Expected Results:  
Popup would be allowed in the first place, or definitely shown when popup specifically asked for.

Could you please provide a link to somewhere else then that shows this behavior or create a test case that will show this?

Resolving this bug as incomplete due to the reporter not providing more information as requested.  Please reopen this bug if you can still reproduce will the latest version of Firefox and if you can provide the information that was requested.
