Make sure gettext and locale detection are working. Wrap all english strings in gettext functions and extract the locale.

Added time estimate. Will need time to mark up strings, complete gettext integration, and work with L10N to start getting translations. Estimate doesn't include actually getting the translations done.

Adding Seth & Stas to ensure they're aware of l10n efforts, and will bring them in after when we're ready to solicit assistance from the community. Goal of this bug is to make it possible to localize the BYOB application itself, and actual localization will be a separate (and ideally related) endeavor. Mozilla Online is working on zh-CN, and I'd like to be able to support a few of our top locales while also letting people contribute as they see fit.

Checked in r71755 for initial groundwork for l10n. Still have work to do and strings to mark up, but you might be able to see a fake locale start working here: http://dm-partdist-stage01.mozilla.org/xx-chef/

Going to say this is done, at least in terms of basic support for localization. The l10n work itself is still pending
