Bookmarks Toolbar is hidden/collapsed when firefox starts. opening toolbar customize fixes it until restart

When i open firefox (see screenshot 1) the bookmarks toolbar is hidden (i see two arrows ">>") if i open toolbar customize the toolbar is shown correcly (see screenshot 2 and 3) but when i restart firefox the problem shows up again
Reproducible: Always
Steps to Reproduce:
move the bookmarks toolbar immediatly left of the location bar.
close firefox
reopen firefox
Actual Results:
the bookmarks toolbar is not visible. ">>" is visibile instead
Expected Results:
the bookmarks toolbar is visibile
