Adds an allocation strategy to List<> s.t. if the allocation strategy is ListAllocPolicy_InsideRCObject (this is new) then the List<> derives not from GCObject but from {}. In either case, mandate that List<> clean up after itself, as required for any subobject of RCObject.
The default allocation strategy is ListAllocPolicy_GC, so no existing code should need to change.
