Retitling to make it clear what's actual being requested. This basically comes down to a request to move the New Tab button from being an optional toolbar button to a required button in the tab bar. I thought we had a WONTFIX bug for this already but I couldn't find it. I'm not really sure what the value is of eating tab space and making it non-optional vs. our current approach. Is there some need you are trying to solve with this, or is it just because Firefox does it that way?

I personally think it makes sense. Why? currently the tab bar space to the right of the open tabs doesn't do much. You can't move the browser with it(which I'm glad for because it prevents unwanted movement unlike Safari's easily accidentally moved browser). It only serves as a place to double-click for a new tab. So I see no reason not to make it a single-click for new tab space. It's efficient and handy. It saves one from unnecessary clicks.
We wouldn't make a + button that only sometimes exists, so the reason not to do this is that it takes space away from the rest of the tab bar. Saving an occasional click--which, again, you could already do with the existing optional toolbar button--doesn't seem useful enough to warrant taking away space from the tabs. I vote WONTFIX.
