As you can see, the review links have zh-CN instead of the default en-US. I'm assuming that the locale is set because of the main locale the authors set for their add-ons, but that doesn't make sense from an editor viewpoint.

I think the locale should be chosen depending on the editor, and if not possible then it should just default to en-US.
I agree. Unless I am mistaken, we can just drop the locale from the URL, and it'll just get detected when the editor clicks on it.
Bug 496539 discusses the same issue with the solution proposed in comment #1.
