Attachment: enable 3.0.12 throttle

We're shipping 3.0.12 and a 3.0.12 -> 3.5.1 major update tomorrow. We want to remain fully throttled on beta, release, and partner channels when we do that. I believe this patch will get us to that state.

I intend to coordinate landing this patch with IT, and have it happen after we finish testing 3.0.12 -> 3.5.1 test snippets and before we push beta/release channel snippets live.

I've left 3.0.11 in here so we avoid having any period of time where 3.0.11 -> 3.5.0 is unthrottled. We can pull the 3.0.11 stuff out once 3.0.12 is fully shipped.
